본 연구는 특수교육과 일반교육의 교과용 도서 개발 현황을 통하여 특수학교 교과용 도서의 개 발과 관련된 형평성의 문제를 알아보고, 그 해결책을 제시하는 데 목적을 두고 있다. 본 연구는 특 수교육 교과용 도서와 일반교육 교과용 도서의 개발 내용 및 지원과 관련된 형평성의 문제와 해결 책을 알아보는 것을 연구문제로 선정하고, 문헌연구를 통해 연구문제를 해결하였다. 본 연구의 결 과, 특수교육 교과용 도서는 일반교육 교과용 도서보다 그 종수와 책의 수가 매우 제한적이어서 교 과별로 3책의 교과서만 개발되고 교과서를 보조하는 교과용 도서들이 충분히 개발되지 않아 교육 의 형평성을 저해하고 있는 것으로 나타났다. 그리고 특수교육 교과용 도서의 개발비 또한 일반교 육 교과용 도서의 개발비보다 적어 장애학생이 일반학생보다 부피가 3배나 되는 교과서를 관리해 야 하며, 매년 동일한 교과서로 공부해야 하고, 교사용 지도서도 책별로 개발되지 않는 등 교육의 형평성을 보장하지 않고 있는 것으로 밝혀졌다. 따라서 특수교육 교과용 도서의 개발 기반이 되는 특수학교 기본 교육과정의 교과 수준을 최소한 5단계 이상으로 개정하고 특수교육 교과용 도서의 개발비를 인상하여 특수교육 교과용 도서를 개발하면 교육의 형평성을 제고할 수 있을 것이다.
The purpose of this study is to identify the problems and solutions of equity on special education textbooks through current state of developing special education and general education textbooks. To achieve this purpose, this study establishes research questions on equity and its measures in contents and supports of developing special education and general education textbooks. This study solves these questions by studying on literatures. The results of this study is as follow. First, the number of special education textbook is so limited in contrast to that of general education textbook; Each subject has only 3 textbooks and there is no other textbooks for assisting that ones. Second, students with disabilities should manage 3 times more textbooks than students with non-disabilities in general education, and study with same textbooks every single year and there are no teacher’s guidebooks for each textbook because the budget for developing textbook of special education is also much less than that of general education. So it can be said that the equity in education is not guaranteed appropriately. Therefore the equity in education should be improved by revising the level for basic curriculum in special education that would have 5 or more levels and by raising a budget for developing special education textbooks.
