Conflict is a naturally-occurring general phenomenon among a private persons,
but also organizations or groups.There has been many different kinds of
conflicts in human history. If the degree of conflicts is reached a serious level,
organizations or groups is destroyed and the presence of the opponent is
denied. So, it is a serious problems that conflicts is not existed at all, also an
extreme conflicts. The existence of a proper conflicts is the prerequisite for
organizational development. The solutions of conflicts can take a many different
ways according to conditions or situations, but I think that generally
competition, accommodation, avoidance, collaboration, and compromise or
negotiation can be taken as theory. In this respect, I think the conflicts from
inside and outside of Korean Patriots and Veterans Associations is somewhat
positive. In this study, I referred the cases of the conflicts from inside and
outside as follows. "The inside conflicts of association" are as first, the conflict
about the self-righteous conduct of the organ's operation owing to participation
restriction into the association, secondly the one about financial affairs owing to
inequity of profit business allocation, thirdly the one among the same kinds of
organizations, for example, between the Korean Disabled Veteran's Association
for Agent-Orange and Vietnam War Veterans, and the conflict with the
establishment to legal association among the 5ㆍ18 related associations. "The
outside conflicts of association" are as follows. At first, it is the case of conflict
with the other organization related to profit bessinese, secondly the conflict
between The Ministry of Patriots and Veterans Affairs, thirdly the problems of
legal and Institutional irrationality. The solution of conflict between many
different associations is as follows. Firstly, structural reform of association and
democratical management, secondly the legal and Institutional support from
State, thirdly a desirable negotiation attitude among the association, fourthly
guaranteeing of compensation with realism and equitability.
