마르틴 부버에 의하면, ‘위기’(crisis, 危機)는 성인교육(Erwachsenenbildung)에 ‘기회’를 준다. 즉 성인교육은 위기를 극복해 줄 수 있는 좋은 방안이다. 오늘날 유럽통합을 위 해 결성된 유로존(euro-zone)이 위기를 맞고 있다. 그러나 이는 유럽단일통화인 ‘유로 화’(€, EUR))의 급격한 도입에 의해 촉발된 경제적 차원으로 환율조정문제가 핵심이다. 즉 환차(換差)에 따라서 손해를 보는 국가가 생기는 반면, 이득을 보는 국가도 생긴다. 따라서 지금의 유로존 위기는 유로화와 자국화폐 간의 환율조정을 잘 할 수 있다면 회 복될 수도 있다는 전망이다. 이렇게 본다면, 유럽통합을 위해 극복해야 할 진정한 위기 는 다른 차원일 수 있다. 즉 유럽인들에게 진정한 유럽통합이 관건이라면 지금의 위기 는 보다 근본적인 차원에서 인식될 필요가 있다. 특히 유럽통합을 위한 성인직업계속 교육의 차원에서 구현되고 있는 독일의 학습도시 즉 학습지역만들기 프로젝트와 정책 은 단순히 교육과 학습의 영역을 넘어서, 실업해소, 일자리창출, 지역사회통합 등 정치 적-경제적 차원을 포괄하며, 아울러 자기개발 및 지역개발 등을 통하여 지역공동체의 완성을 목표한다. 따라서 만약 독일이 앞으로 유럽통합에서 주도권을 쥐고 싶다면, 무 엇보다 지금 국내적으로 활발한 학습지역프로젝트를 전유럽지역으로 확대 실시하는데 주저해서는 안 될 것이다.
Martin Buber said that the crisis gives the opportunity to adult education. So, adult education is the best strategy and method to overcome all difficulties and to conquer the crisis. Today, a crisis came in the area of 'Euro-Zone' which is constructed for European unity in the future. However, this crisis rose in the economical dimension facilitated in the process of introducing the EUR as a union currency for European members. That is to say, the crisis of Euro-Zone can be that of EUR and the core point of this crisis relies on the problem generated in controlling the exchange rate. While some countries may gain according to difference of exchange rate, others may suffer a loss. We have a perspective that the crisis of Euro-Zone today can be recovered, when they are able to moderate the exchange rate between EUR and their national currencies very technically and rationally. Because this crisis is generated and accelerated by failing in mediating exchange rate. In this aspect, the genuine origin the crisis for the European unity may rely on the other dimension. So, if the European people want to structure the European unity, we need to search the genuine cause more fundamentally. Especially, the projects to make the learning regions as 'learning cities project' very well actualized in the important method of German vocational continuing education for adults as a part of national policy aims at solving the problem of unemployment, job market, job places, regional conflict and unity and etc in the aspect of economical-political issue. It keeps an eye on the construction of regional community in Europe through the development of persons and regional economy in learning activities as well. Therefore, if German wants to have an initiative in constructing of the European unity, it must not hesitate in enlarging the scope and scale of the projects for 'learning region' over the entity of Europe first of all. It must be very suggestive for Korean, which has the problem of regional conflict unsolved until now since Korean liberation.
