This study was performed to explore factors that affect students' academic achievement at
the educational administration agency-level by extending what had been studied at the
school-level. we analyzed the data received from EDSS to find the factors to improve basic
academic achievement with 178 district offices of education. In this study, the independent
variables for the five regions were set and they were the school characteristic variables, teacher
characteristics, curriculum variables, financial characteristics, and inter-school variation variables
As a result, the higher the percentage of students receiving financial support for after-school
in the school characteristic variables, the percentage of schools assigned to autonomous schools
in curriculum variables, and per-pupil expenditure in financial characteristics were showed, they
had positive effect on the academic achievement. But the higher the percentage of
contract-based teachers and invited teachers, the percentage of schools operating subject
classroom, and inter-school variation for per-pupil expenditure in district office of education
were showed, had negative effect on the academic achievement.
