본 연구의 목적은 빈곤 한부모여성을 위한 임파워먼트 접근 사회복지실천에 대해 선행연구 검토와 실천사례 분석을 실시하고 이를 바탕으로 향후 빈곤 한부모여성 임파워먼트 실천 방법 과 방향을 제시하는 것이며, 실천현장을 통해 입증된 결과들이 연구를 통해 증명되고 그 결과가 축적되는 증거기반 실천 및 연구에 기여하고자 함이다. 이를 위해 2004년부터 2012년까지 이화 여자대학교 성산종합사회복지관에서 진행한 임파워먼트 접근 실천을 사업계획서 및 사업평가서 등의 사업자료와 현장연구보고서 등의 문헌자료를 이용하여 임파워먼트 수준에 따라 연도별 특 성을 파악하고 성과내용을 분류하였다. 이어 개인적, 대인적, 정치․사회적 임파워먼트 수준을 근거로 시간과 과정의 흐름을 분석하였다. 그 결과 빈곤 한부모여성을 위한 사회복지실천의 주 요내용이 개인적, 대인적, 사회․정치적 단계에 따라 진행되었으며, 각 단계가 분절적으로 이루 어진 것이 아니라 유기적인 연관성을 가지고 진행되었음을 확인하였다. 또한 이에 따른 임파워 먼트의 성과를 확인할 수 있었다. 이를 바탕으로 최근 사회복지실천에서 다양하게 사용되는 임 파워먼트 개념과 관련하여 빈곤 한부모여성을 위한 임파워먼트 접근의 실천에 따른 사회복지적 의미와 과제를 도출하였다.
The purpose of this study is to review the previous studies about empowerment approach social welfare practice for poor single mothers, analyze its practical cases, suggest methods and direction to practice empowerment practice of poor single mothers in the future based one them, and try to contribute to practice and studies based on evidences that the proven results in practical fields are proven through the study and the result are accumulated. For this, the characteristics by year of empowerment approach practice arranged in Sungsan Community Welfare Center of Ewha Woman's University from 2004 to 2012 according to empowerment levels were grasped by using business materials including business plans and business evaluation sheets and literature data including field research reports and the contents of the results were classified. And the flow of time and procedure was analyzed based on individual, personal, political, and social levels of empowerment. As the result, the main contents of social welfare practice for poor single mothers have found to be arranged according to individual, personal, social, and political steps. And they have found that each step was not segmentally done but was arranged having organic relations with each other. And it could be found that there is the result of empowerment according to this. Based on this, the meaning and assignment of social welfare according to practice of empowerment approach for poor single mothers were drawn in reference to the concept of empowerment which is recently and variously used in social welfare practice.
