Focusing on the life of a mentally handicapped public service worker, this study was conducted in order to better understand his life and to seek a way for a better life. The research was carried out in a life history study method to study his life; his life was studied with focus on infancy, childhood, middle schooldays, high schooldays, and early adulthood; he is currently fulfilling military duties now at a serving organization as a public service worker; the study was made on this public service worker who had been rejected entrance to training camps due to long periods of psychiatric treatment for his mental handicap. The research was made with focus on his personal behavior, experiences and developing incidents in his life. On the basis of the research results, this study finally suggested a social welfare proposal to promote the healthy lives and help with the military services of mentally handicapped public service workers.
