이 연구는 2008년부터 시작된 교육역량강화 지원사업에서 활용된 주요 지표들의 변화와 향상도를 실 증적으로 분석하는 데에 목적이 있다. 이를 위해 5개년도(2008～2012년) 대학공시정보가 모두 존재하 는 4년제 대학 164개교를 연구 대상으로 하였다. 사업선정 횟수에 따른 지표별 평균차이분석과 지표별 향상도에 영향을 미치는 대학 특성변수를 밝히기 위해 회귀분석을 실시하였고, 선정유형별로 5개년 평 균값과 향상도에 대한 일원분산분석을 실시하였다. 선정횟수에 따라 집단 간 차이를 보인 지표는 취업률, 재학생충원율, 전임교원확보율, 1인당 교육비, 교수 1인당 학생 수였으며, 이러한 차이는 선정횟수가 주로 4회 이상 차이 나는 집단 간에 발생하는 것으로 나타났다. 지표 향상도에 대한 대학 특성 분석에서 취업률은 대학규모와 선정횟수, 재학생충원 율은 대학규모 변수가 유의한 영향을 미치며, 전임교원확보율은 설립주체, 소재지, 1인당 장학금은 대 학규모와 선정횟수, 1인당 교육비는 대학규모, 선정횟수, 학점관리현황은 소재지, 교수1인당 학생수는 설립주체, 소재지 변수가 각각 향상도에 유의한 영향을 미치고 있는 것으로 나타났다. 공통적으로 2008년 초기값이 높을수록 향상도는 낮아지는 경향을 보였다. 마지막으로 사업선정 유형별 지표의 평균과 향상도를 비교 분석한 결과, 전반적으로 5년간 평균값과 향상도 모두 국공립 대학보다는 사립대학에서 유형간 차이가 두드러지는 것으로 나타났다. 국공립 대 형은 전임교원확보율에서, 사립 수도권 소형은 취업률 향상도에서, 사립 지방 소형은 1인당 장학금에 서 통계적으로 유의한 수준에서 높게 나타나는 등 유형별 특징이 드러나고 있었다. 1인당 교육비는 사 립이 국공립보다 통계적으로 유의하게 낮은 경향을 보였다. 분석결과를 토대로, 포뮬러 기반의 성과중심 재정지원방식을 활용할 경우, 평가의 투명성, 공정성, 객 관성을 확보할 수 있는 지표활용 방안을 제안하고, 보다 포괄적인 대학의 교육여건과 성과 및 교육과 정 운영 측정을 위해 현장 및 학생중심적인 측면의 지표 발굴 필요성을 강조하였다. 또한 성과중심 재 정지원이 효과적인 인센티브 기능을 수행할 수 있도록 하기 위해 요청되는 후속연구를 제안하였다.
This article analyzes the performance-based funding system in South Korea(i.e., “Educational Capacity Enhancement Project of Universities”) and its effects on the performances of higher education institutions. The Government adopted this formula-based funding system in 2008 to increase university educational quality and accountability. By analyzing five years data from 164 four-year-universities, differences between the groups' means were observed in indicators such as graduate employment rate, student enrollment rate, proportion of full time faculty, educational cost per student, and faculty-student ratio according to the amount of participation in the project. Universities that participated more had higher mean scores for some indicators, and this finding was proved statistically significant. Second, the result of multiple regression analysis revealed that the improvement of the indicators was influenced by various university factors which included ‘school ownership type, location, size of student body, amount of project participation, primary score in 2008'. Last, this article compares variance in the mean and advancement score rate of universities in various groups. Performance-based funding tends to bring about positive change in qualitative development, but it also has side effects. When we use the performance-based funding with formula, it is necessary to concentrate on finding appropriate indicators that can represent students’ experience in their learning site for enhancement of comprehensive educational performance. In addition, it is crucial to determine the impartial performance indicator systems for universities to successfully increase their educational capacity.
