NEIS 갈등은 행정 효율성과 정보 인권이라는 이념적 대립 아래 극렬하게 전개되었다. 한국 교육 계는 거의 유례가 없을 정도로 심각한 내분의 진통을 겪었다. 사회적으로는 언론계, 학계, 시민단체 간에 보수와 진보라는 양극화 현상을 겪기도 하였다. 이러한 갈등의 이면에는 그동안 정부의 성급 한 교육정책에 대한 교육현장의 누적된 강한 불만이 NEIS를 계기로 표출되었던 것이다. NEIS 갈등 은 정부의 성급하고 독단적인 교육정책에 대한 경고이다. 또한 전교조는 정부와 힘겨루기를 하면서 정치?사회적 위상을 확보하기 위한 것이다. NEIS 갈등은 순수한 교육적 갈등이 아니라 정치?사회 적 갈등의 성격을 가지고 있다. NEIS에 대한 합의안은 NEIS 사태의 종결을 의미하는 것은 아니다. NEIS와 비슷한 교육적 사건이 나타날 수 있다. NEIS와 다른 형태의 사건이 교육적 갈등의 중심으 로 등장할 수 있다. 이 점에서 본다면, NEIS 갈등은 완료형이 아니라 새로운 형태로 변모하여 나타 날 수 있는 진행형이라는 것이다.
The conflict of NEIS was developed severely under the ideological opposition between the administrational efficiency and the information human rights. The korean educational world have experienced the serious and unparalleled internal troubles in these process. Also, the journal world, the academic world and the civil parties have undergone the extreme polarization phenomenon between conservatism and progressism. The accumulated strong dissatisfaction with the impetuous educational policies of the government was expressed through the NEIS in the background of this conflict. The conflict of NEIS is the warning for the arbitrary educational policies of government. Moreover, the National teachers' union is to guarantee the their political and social status struggling with government by NEIS conflict. The conflict of NEIS had the predominant feature of the political and social conflict but the pure educational conflict. The mutual agreement proposal of NEIS don't mean the end of NEIS situation. The educational event similar to NEIS will happen. The another new type of NEIS may make an appearance in the center of the educational conflict. In conclusion, from a this point of view, this conflict of NEIS is in the progressive form appeared as the new type not the perfect form.
