NEIS(National Education Information System), as the representative comprehensive national
e-Government system for the education sector, has been deployed in educational administrative
institutes and schools at the national level after serious social dispute over individual information
protection act, issue raised by teachers union group. Teacher groups' participation can make a big influence in achieving the goals of NEIS. Based on KISDI evaluation model, four NEIS user groups of 3512, parents, teachers, educational administrators, information experts were asked to fill survey and respond to the interviews. Variables from each layer showed positive causal effects except the individual information protection negative to the process time and cost. In general, information expert, educational administrators, parents, and teachers show their positive perception in that order. Strategies based on the resolution diffusion model should apply differently to each group.
