교육분야의 대표적인 전자정부 사업으로 NEIS(National Education Information System)가 구축되 었다. NEIS는 여러 우여곡절을 거치며 발전하여 2006년도부터 전국의 초중등학교 및 교육행정기관이 사용하는 대형 시스템이 되었다. 본 연구에서는 NEIS를 전자정부의 평가모델인 KISDI성과평가 모델을 활용하여 사용자의 인식을 평가하고자 한다. 전국에서 교원, 교육행정가, 정보전문가, 학부모를 지역별 무선표집으로 2081명을 선정하여 설문지 조사 및 인터뷰를 수행하여 NEIS 활용에 관한 인식을 조사하였다. NEIS 사용자 구룹의 인식을 NEIS 평가 모델의 계층별(투입계층, 프로세스계층, 업무계층)로 분석하여, 변인들간의 상관관계 및 인과관계를 분석하였다. 대체로 변인들이 계층별로 정적인 인과관계를 보였으니, 개인정보보호 관련 변인들은 다음 단계 수행에 부적인 인관관계를 보이기도 하였다. 전반적으로 정보전문가, 교육행정가, 학부모, 교원의 순으로 NEIS 사용에 긍정적인 인식을 보였다. 교원들의 인식을 높이기 위해 NEIS 사용의 빈도 및 경험의 질을 혁신확산 모델의 단계별 전략에 따라 차별화하여 제공하는 교육 홍보전략을 사용할 것을 제안한다.
NEIS(National Education Information System), as the representative comprehensive national e-Government system for the education sector, has been deployed in educational administrative institutes and schools at the national level after serious social dispute over individual information protection act, issue raised by teachers union group. Teacher groups' participation can make a big influence in achieving the goals of NEIS. Based on KISDI evaluation model, four NEIS user groups of 3512, parents, teachers, educational administrators, information experts were asked to fill survey and respond to the interviews. Variables from each layer showed positive causal effects except the individual information protection negative to the process time and cost. In general, information expert, educational administrators, parents, and teachers show their positive perception in that order. Strategies based on the resolution diffusion model should apply differently to each group.
