국문초록

본 연구는 일본에서 교육위원회 제도 도입 후 이루어지고 있는 개혁 논의의 역사성과 제2기 아베 내각이 주도하는 개혁과의 관련성을 명확히 함을 목적으로 한다. 최근의 교육위원회 개혁은 지방교육 행정구조에 큰 변화를 가져오고, 지자체장의 교육행정 관여가 제도화되었으므로 교육행정의 자주성과 정치적 중립의 확보에 우려를 낳고 있다. 과거 국가주의, 중앙집권적 교육행정의 반성으로 도입된 교 육위원회는 교육행정을 주민이 직접 선출한 교육위원으로 하여금 독립적으로 운영하도록 하여 교육행 정의 안정성을 확보하고, 교육이 정치적으로 편향되지 않도록 제도화하였다는 점에서 의의가 컸다. 그 러나 교육위원회는 제도의 본질과 현실과의 차이 속에서 도입 후부터 정부관계심의회, 교육 관련 단 체, 지자체장 연합회 등을 중심으로 활성화론과 폐지론이 극명하게 대립되어 왔다. 이러한 논의의 쟁 점은 제도개혁으로 이어졌으며, 잦은 개혁으로 인하여 초래된 교육위원회 기능 왜소화는 교육행정운영 의 형해화 비판으로 이어졌다고 본다. 이번 아베 내각의 교육위원회 개혁도 현실정치의 영향력이라기 보다는 개혁논의의 역사성에서 만들어진 결과라고 생각된다. 이러한 개혁논쟁의 역사성과 실제 이루어 진 개혁과의 관련성을 해명하는 것은 일본의 교육제도에 대한 이해를 도울 뿐만 아니라 우리나라 제 도운영에도 시사점을 얻는 등의 의의가 클 것으로 생각된다.

영문초록

This study aims to clarify correlations between the history of arguments on reforms since the board of education was established in Japan and the education reform of Abe cabinet. The recent education reform is expected to bring much variation to the education administration, and we are worried about securing independence of education and political neutrality, because the involvement of the governor in education administration has been institutionalized. The board of education was created to reflect the nationalism and militarism in the past, and it has great features maintaining stability of education and preventing inclination to politics as board members who were selected by residents had operated education administration. However, there were intense argument; active idea and abolitionism, among government councils, education groups and association of governors around the system, and then these arguments had been logics of the reform. In particular, to reduce the role by frequent reforms had been criticized as poor crisis managements. I think that the reform of Abe cabinet was the result to have been continued to argue rather than an influence of politics. Therefore, to explore the relations between the history of the argument on reforms and the reform cases will be great understanding with the Japanese education system as well as to get the hint to operate our education system.
