The purpose of this study was to explore the perception, problems, and vitalizing procedures related to physical education programs employed by primary care of elementary schools. To achieve this goal, in-depth interview was conducted with four elementary school teachers, four physical education teachers, and two parents who had direct/indirect experience in physical education programs in their primary care of four elementary schools. Data were collected using semi-structured interviews and unstructured interviews, and textual analysis were used via through the three stages of data analysis. The results were as follows: First, after the implementation of the physical education program, elementary school teachers and parents had a positive attitude and high level of satisfaction regarding the program in terms of its effects and students’ interests. Second, Several problems were identified in terms of the level of the program, safety issues, the emotional challenged faced by physical education teachers. Finally, it was suggested that schools should consider the socio-environmental factors when implementing the programs and focus on the interaction between teachers and students while the communication between the institutions and schools were emphasized.
