본 글에서는 군사회복지실천의 현장을 “전문 (군)사회복지 인력에 의해 제공되는 복지서비스가 발생하는 군대 내부와 지역사회의 현장”으로 규정하고, 이에 근거하여 먼저 군사회복지실천 현장의 동향을 살펴보았다. 그 결과, 첫째로 대상에 따른 분류에서는 주요 프로그램들이 신세대 부적응 병사와 전입 신임병 및 전역 예정대원에 집중되었다. 둘째, 문제영역에 따른 분류에서는 주로 병사들의 부적응 문제, 제대 전 사회복귀와 관련된 문제, 그리고 성과 이성문제 등이 다루어졌다. 셋째, 장소에 따른 분류에서는 시범사업이나 개별적으로 진행된 사업 모두에서 기관 내 활동뿐 아니라 사회복지사들이 군 내부에 들어가 활동했다는 점이 특징적이었다. 향후 군사회복지실천 현장을 활성화하기 위한 과제로는 우선, 군사회복지실천의 현장을 다양화할 뿐 아니라 관련 사업이나 프로그램이 지속적으로 진행될 수 있도록 인적, 물적, 그리고 행정적인 지원을 확대할 필요가 있다. 또한 군이라는 특수 여건에서 진행되는 사회복지사업을 객관적으로 평가할 수 있는 연구 여건을 마련하고, 사업을 보다 효과적으로 진행할 수 있는 통합적 관리시스템이 요구된다. 그 밖에 성공적인 사회복지 이차현장들에 대한 벤치마킹을 통해 유용한 정보를 획득하고, 인권지향의 실천 방안을 개발할 필요가 있다. 끝으로 이런 과제들이 실현되기 위해서는 군사회복지사 혹은 군사회복지에 대한 제도화 작업이 반드시 병행되어야 함을 강조하였다.
Military social welfare is needed to help the soldiers who are not easily adapt to military situation and the family members who have difficulties on parenting and family relationship, and financial management etc. Military social workers have been working at various military settings in many other countries, but we are just at the beginning stage and have no military legislation for the work. In this context, this study examined the trend and task of practice settings for military social welfare in korea. The practice setting for military means various military units and community agencies that social workers provide military members with social services. The major finding of the study are: i) most programs are for newly soldiers. ii) Soldiers\' unadaptable behaviors are the main issues to be dealing with by social workers. iii) The social workers provide services at military units rather than community agencies. For the growth of military practice settings, this study recommends several tasks. Military social workers and the Korean academy of military social welfare have to effort to find new settings and to keep the work under stable state, and to establish the management system to back up the work effectively. And also have to look at the successful secondary settings for bench marking and to develop practice methods based on human rights. The most important task to realize all the tasks is to establish the legislation for military social workers.
