이 글에서는 장차 초등 통합학급을 담당할 일반 예비교사들에게 특수교육 관련과목을 어떻게 지도해야 할 것인가를 논하였다. 먼저, 초등 통합교육 관련 당사자들 (학부모, 교사, 전문가 등)을 대상으로, 초등 통합학급을 담당하는 교사들이 갖추어야 할 자질에 관한 요구조사 결과를 제시하였다. 이 결과에 따르면, 이상적인 초등 통합학급 교사는 장애학생 및 특수교육 전반에 관해 올바른 인식과 태도를 갖고, 특수아 교육에 대해 공유된 책임의식을 가지며, 통합학급 내에서 발생하는 학업적, 행동적 문제를 유능하게 처리할 수 있는 역량 있는 사람으로 요약할 수 있었다. 이에 따라 교육대학교에서의 특수교육 강의는 실제의 사례를 중점적으로 다룸으로써 통합학급에서 수행되는 수업은 물론 돌발적으로 발생되는 문제도 적절하게 해결할 수 있는 운영 능력을 육성하는 데 주안점을 두어야 할 것으로 판단되었다. 각 교육대학교에서의 현재 특수교육 지도 실태는 여러 가지 점에서 이상적인 통합학급 담당 교사를 양성하기에는 여러 면에서 매우 미흡한 실정이다. 현재 각 교육대학교에서 필수 혹은 선택 형태로 진행되는 특수교육 강좌는 한 학기 2학점, 총 30시간 정도의 시수로 운영되고 있어 그 정도의 양과 질로서는 유능한 통합학급 담당 교사를 양성하기에 역부족이라고 할 수 있다. 이에 이 논문에서는 교육대학교에서의 바람직한 통합교육 담당 교사 교육 방향을 크게 교육과정 편제 및 운영 측면과 개별 강의 개선 측면으로 나누어 제시하였다. 전자 측면에서는 특수교육 관련 필수 교과 신설 및 특수교육 심화과정 혹은 초등특수교육 학과 신설, 특수아동 관련 활동 적극 소개 및 권장, 교육실습 활동에 특수교육 관련 활동 지정, 그리고 교육대학원 초등 특수교육 전공 양적 및 질적 개선 등을 제안하였다. 교육내용과 강의운영 방식 측면에서는 중요하게 다루어야 할 주요 강의 내용으로 통합교육에 대한 공유된 책임 의식, 통합학급 내에서의 교수-학습 지도, 문제 행동 해결, 그리고 공동 협력 등을 제안하였다. 강의 운영 방식으로는 실제사례 중심의 문제 해결식 접근을 제안하였다. 아울러 현직 통합학급 담당 교사를 대상으로 한 연수 프로그램의 확대 및 질적 개선을 제안하였다.
The purpose of this study was to suggest a special education program for educating preservice elementary school teachers. After reviewing current special education programs of elementary school teacher education schools, we assessed needs of parents, teachers, and professors for a high-quality special education programs. Currently, most prospective elementary school teachers take only a 2-credit introductory special education class. The quality and quantity of current special education classes in each National University of Education were far from sufficiency for providing professional inclusive classroom teachers. According to our survey, ideal inclusive classroom teachers were identified as possessing appropriate attitudes towards students with disabilities or special education and sharing responsibility with special education teachers in educating students with disabilities. The interviewees also emphasized general education teachers' proficient problem solving capability for various behavioral or academic problems of special education students. Accordingly, special education programs in National Universities of Education must focus on enhancing preservice teachers' ability to provide effective inclusive education. Based on the survey and reports on current special education programs in the teacher education institutes, we suggested several innovative approaches to improve special education programs in those institutes. In terms of curriculum organization and management, we recommended the followings : ① offering more mandatory special education classes, ② offering an elementary school special education major, and ③ enhancing special education graduate school programs. In terms of improving individual special education classes, educators should focus on critical areas rather than a whole range of the special education field. Some of those areas could be shared responsibility and appropriate attitudes toward special education, proficient problem solving abilities with academic and behavioral problems occurred in inclusive classrooms, and collaborative working. In addition, case-based lectures and increased in-service teacher training were suggested.
