The purpose of this study is to find reasonable solutions to the new recruitment policy of elementary schoolteachers, that is, investigating and analyzing the current situation of the policy and searching for improvement plans. Investigating theoretical bases and previous studies related to the policy for new recruitment of elementary schoolteachers and surveys based on literature review were performed to accomplish the purpose of this study. The sample for the survey was selected by random sampling, and embraced a total of 1,500 participants. A total of 1,168 among the participants fulfilled and returned the survey, which means that the return rate was 77.9%. The data gathered was analyzed through the statistics of x2test and one-way ANOVA. The findings from the study are as follows: First, the new recruitment policy, which seeks to establish the specialties of schoolteachers had a good idea in its appropriateness Second, it revealed that the current policy had more ill effects in comparison with fruitful effects. Third, the responsiveness of the professors and students of the university of education was found to be low, demanding that the current recruitment system of schoolteacher should be abolished or revised. Fourth, to improve the qualities of elementary education through promoting the qualities of schoolteachers as the ultimate purpose of the recruitment policy, it is necessary for the policy to be divided into two sub-policies, one for middle school and the other for elementary school. Of these two sub-policies, the former for middle school should be sustained in the shape of the current policy, and however, the latter for elementary school should be changed in harmony with the ultimate purposes of elementary education.
