The present research was aimed at understanding the current state of Centers for Teaching and Learning (CTL) established in universities nationwide and at seeking ways to promote these Centers. The key research questions include: 1) What are the current situations of the CTL established in 127 universities nationwide? 2) How do the directors and staff working for CTL consider their operation? 3) How are materials for the winter symposiums and summer workshops constructed? By employing a survey questionnaire the authors analyzed the opinions of 44 directors and 109 staff members. Also, by employing content analysis the authors analyzed the materials for symposiums and workshops which have been held 11 times to date. The results revealed that each CTL has focused on faculty development programs and has been interested in developing programs for student learning. The main problems identified include: 1) Of the 127 CTL studied, 91 have not been differentiated yet to specialize their roles, 2) There is no official staffing of researchers from the university organization in promoting staff members\' professionalism. The authors conclude that the research confirms the role of CTL in enhancing both teaching capability and learning capability. Also, the research suggests that the CTL should take their own steps to improve both the general quality of university education and to perform the CTL\'s stated missions.
