This study aims to search for the structure and consideration of programs which are able to be referred in developing and operating the development education program through the learning and training center in the college. The development education programs are divided into two fields : ① curriculum learning field ; basic major ② non-curriculum field ; life development for the whole man. The development education program through the learning and training center is focused on ① freshmen's successful college life program ② employment ability -consult program ③ development workshop for learning ability ④ learning consultation and advising program which are related with the students' development of life abilities. I also made a suggestion which should be considered in operating the development education program through the learning and training center. I emphasized the effort to combine the function of the related department into the learning and training center. It is necessary to appoint a specialized person and develop the specialization as well. In conclusion, it is important to provide the college students with the ability for the whole man which is necessary for living a successful life in society. In today's information age, it is important to maintain a competitive edge internationally and achieve equalization for students who are relatively disadvantage in higher education.
