본 연구에서는 최근 관심이 증대되고 있는 공군 상담분야에 대해 교육과 상담지원체계 두 가지 측면에서 현 실태를 진단해 보고, 공군에서의 상담분야의 정체성을 확립해보는 모델과 방향을 탐색하였다. 본 연구에서 공군상담체계를 언급하고 있지만 선행연구가 거의 없는 현실을 감안한다면 향후 군 상담분야 발전을 위해 참고자료 역할을 할 수 있으리라 본다. 상담분야별로 각자 장점이 있지만 공군 차원에서는 통합된 정체성이 필요하다고 본다. 공군을 위한 상담모형개발과 상담지원체계 수립이 중요하다고 할 수 있다. 이를 위해서는 선진국 사회복지 정립모델이며 한국 사회복지시설 인증모형의 기반을 이루는 품질경영시스템 개념을 도입하여 현재 구축되어 있는 선진국과 한국의 사회복지시설 인증모형 사례검토를 통해 군 상담교육체계와 지원서비스체계정립, 가족지원서비스 등 향후 공군이 나아가야 할 방향을 시스템적 접근을 통해 모색하였다. 현재 주관부서가 불분명한 상태로 공군의 상담체계가 운영되고 있으며 정책적 접근이 아니라 자생적으로 발생되어 상담이 운영되고 있는 부분은 걱정스러운 부분이다. 공군에 진정으로 도움이 되는 상담체계를 정립하기 위해서는 품질경영시스템 개념을 바탕으로 체계적이고 중장기적인 관점에서 공군 상담교육체계와 지원체계를 갖추어야 하며 이를 전담하고 운영할 공군의 전담부서가 설립 운영되어야 한다. 병사뿐만 아니라 간부에게도 상담지원서비스를 제공할 수 있어야 하며 지역별로 주둔하고 있는 공군 현실을 고려하여 상담지원서비스 연계가 어려운 격오지 지역은 지방자치단체와 연계하여 언제든지 도움을 받을 수 있는 방안도 점진적으로 추진되어야 할 것이다. 공군 상담체계 구축은 상담 이라는 한 분야에만 국한되는 것이 아니라 군 가족, 자녀, 군 장병 모두의 복지와 조직발전과 관계있다고 볼 수 있다. 민․관․군이 연계된 상담지원체계 구축이 가능해져야 연계성 있고 효과적인 상담지원이 가능할 것이다.
The following study takes a closer look at the rising interest in education and counseling support system for the Air Force counseling area, as well as search for the model and the direction for finding the identity of the counseling system. Considering the fact that there are no previous studies regarding this matter, this study can be used as reference document for the development of better Air Force counseling system. Although there are pros and cons for each counseling area, there is a need for integrated identity for the Air Force. Establishment of counseling model development and counseling support system for the Air Force is important. In order to establish these matters introducing the quality management system idea, which is the base for the leading nation's social welfare thesis model as well as Korea social welfare facility certification model, in a systematic approach to find the direction the Air Force needs to take. Currently, the Air Force counseling system does not have a main office where systematic approach can be operated. There is a need for the main office where counseling education system and support system can be operated from the quality maintenance system point of view in order for the counseling system of the Air Force to be truly effective. Counseling support system needs to be available for all Airmen. Also, for far-off bases where counseling support service is hard to get, a linking system with the local organization is needed. The Air Force counseling system is not only just for counseling, but also for welfare and organization development of all military family and all Airmen. In order for connective and effective counseling support to be a reality, counseling support system between civil, governmental and military needs to be developed.
