본 연구는 지방자치시대의 주민자치센터의 기능과 운영에 대한 실태와 문제점을 파악하여 상대적으로 약화된 주민자치센터의 지역사회복지 기능의 강화 방안을 제시하려는데 그 목적이 있다. 이를 위하여 지역복지정책에 관한 이론과 실태를 선행연구, 법령, 정부자료, 특히 고양시 내부 자료를 중심으로 검토하였으며, 주민자치센터의 운영실태 및 문제점을 파악하고 지역사회복지기능 강화방안을 제시하고자 고양시 38개 주민자치센터 중 농촌지역이 많은 덕양구와 도시지역인 동구·서구의 주민자치위원 200명을 대상으로 설문조사를 실시하였다. 연구결과, 주민자치센터의 지역사회복지기능 강화 방안은 다음과 같다. 첫째, 현재 편중되어 있는 문화 여가 프로그램의 비중을 줄이고 지역사회기능과 밀접한 주민이 함께하는 프로그램의 비중을 높여 주민자치센터가 지역 사회공동체의 구심점 역할을 할 수 있도록 노력해야 한다. 둘째, 고령사회를 대비한 노인 관련 프로그램, 저소득층 청소년의 공부방, 마을 환경 가꾸기 등 지역사회복지 프로그램을 확대하여야 한다. 셋째, 주민자치센터 기능 활성화를 위한 홍보를 해야 한다. 넷째, 주민자치센터의 지역사회복지 기능 강화를 위해서는 주민자치위원을 사회복지전문가로 위촉 시켜야 한다.
This study aimed to suggest the strengthening methods of social welfare function of the comparatively weakened the community center by grasping the actual conditions and current problems of community center function in the local autonomy era. For this study, it was analysed by the internal materials of local government which are theoretical inquiries and the circumstances of the policy of regional welfare. It was searched by the related references which rely on the domestic and foreign books, academic papers, government periodical publications, it was also included in the survey for the social welfare function of the community center for positive research. The survey was conducted by interviewing 200 users of Community Center, living in 38 Dongs of Go-Yang City, from June 8 to June 30. The data were analysed by the SPSS WIN 12.0 program and the used statistics were frequencies, percentile, means, t-test, Anova, DMR-test. The findings of the study are as follows. First, to strengthen of social welfare function, it need to restrict the portion of leisure culture and education programs. The community center should prepare more programs to seek the role of regional social community. Second, to cope with the aging society, the programs which the users can participate positively, should be developed and spread. And the various programs applying to diverse groups were classified by the welfare program such as studying room for juvenile, gardening for better community. Third, it should be publicize for activating the social welfare function of the community center. Let the local people know the knowledge of how to operate the community center. Let the people of region know positively and match appropriate programs. Fourth, in managing community center, a committee member of local residents of the central operating body should appoint as ㅁ specialist for developing the public service in order to promote effectiveness of community welfare services.
