이 연구는 전장스트레스 특히 외상후 스트레스장애(PTSD)를 보다 효과적․체계적으로 관리할 수 있도록 국방부, 국가보훈처, 민간단체가 유기적으로 협조하는 것을 중점으로 하는 ‘PTSD종합관리체계구축방안’ 수립을 목적으로 시도되었다. 연구의 결과는 다음과 같다. 첫째, 국방부와 국가보훈처, 민간단체가 긴밀한 협조체제를 갖추어야 한다. 둘째, 국방부는 전투력 향상에 있어서 인적 요소의 중요성을 자각하여야 하고, 군 정신건강전문요원 활용을 위한 편제와 인사, 예산을 뒷받침해야 한다. 셋째, 국방부와 국가보훈처의 업무가 중복됨으로써 발생하는 국가 행정 불신을 없애야 한다. 넷째, 국가보훈처는 장애군인들을 ‘어떻게 보호할 것인가’하는 마인드를 가져야 한다. 다섯째, 모든 보훈병원에 정신과 전담병동을 갖도록 하고, 서울에는 PTSD 클리닉 수준의 전문진료센터를 운영하여야 한다. 여섯째, 미국의 Military OneSource, 일본의 효고(兵庫) 외상성 스트레스 연구소(HITS)와 같은 기관을 예의 검토하여 우리 실정에 맞는 민․학․군상설기구의 설립이 바람직하고 본다. 마지막으로 국방부 예하에 설립된 (사)군 사회복지학회를 최대로 활용하여 ‘군 사회복지실현’이라는 소기의 목적을 달성하여야 할 것이다.
This study was tried for the purpose of PTSD integrated management system building casting plan establishment. The results of the study seems to be the next. First, the national defense part, a state report Isao place and a non-governmental organization have to arrange close coalition. The second national defense department has to be aware of the importance of the human element in combat power improvement. I have to lose the state administrative distrust business of the third national defense part and state report Isao place generates by overlapping. I have to have a mind whether the fourth state report Isao place is how to do protect obstacle military personnel. I'll have the fifth of spirit and professional charge ward in all report Isao hospitals. Establishment of a nation, university and an army permanent organization which fit the sixth our real state of affairs is desirable. I'd have to achieve the goal of expectation of being biggest and utilizing, and calling the army social welfare academic meeting established by the national defense part follower at the end army social welfare realization.
