최근 지방자치의 발달로 지방행정의 역량이 강화되고 있으며 지방자치단체마다 지역경제 및 복지에 관심이 높아짐에 따라 정부의 특별지방행정기관에 대한 정비정책이 지속적으로 추진되고 있는 시점에 발맞추어 이에 대한 대응차원에서 논의가 필요하다는 인식이 논문의 출발점이다 발이 연구에서는 특별지방행정기관의 기능 중 보훈기능에 초점을 두고 연구되었다 발보훈기능 중에서 지방보훈청을 대상으로 하고, 지방자치단체와 지방보훈청의 중복기능에 초점을 두고 분석하여 그 개선방안을 도출하는데 목적을 두었다 발전 체적인 분석구조는 현재의 지방보훈청 및 보훈지청의 수행체제를 대상으로 기본요건인 기능특성 분석과 수요감응 분석을 실시하고, 부가적으로 검토요건인 기존논의와 해외사례를 분석한 후,발이 결과에 기초하여 수행주체의 적합성을 최종적으로 판단한다 발지방보훈청 및 보훈지청의 66개 소기능을 대상으로 기능별 분석기준을 적용한 결과 지방자치단체와 중복기능이 2개이고, 지방자치단체로 이관이 적합한 기능이 4개, 그리고발지방보훈청 및 보훈지청의 직접 수행필요 기능이 60개 기능으로 나타났으며, 민간이관이 가능한 기능은 없는 것으로 나타났다 발또한 각 요건별 충족도를 기준으로 보면, 현행체제 유지가 가장 높고, 다음이 일부광역화며, 특행폐지가 가장 낮게 나타났다 발현행체제를 유지하되, 단기적으로 고객편익을 제고하기 위한 공급방식의 개선과 중장기적으로 정부운영의 효율성을 강화하기 위한 일부광역화로의 전환 등에 대한 검토가 필요하다.
