본 연구는 보훈단체가 기존 시민단체와의 네트워킹 강화를 통해 보훈인식을 증 대시킬 수 있는 방안을 모색하는데 목적을 두었다. 보훈단체가 국가로부터 많은 혜 택과 지원을 받고 있지만 그렇지 않은 자발적인 많은 시민단체들도 자유 민주국가 를 유지하고 북한의 도발로부터 안전하게 나라를 지키며, 보훈 안보교육을 강화하 고 시민의식을 함양하는 등의 다양한 활동을 자발적으로 하고 있다. 이러한 점에서 보훈단체와 시민단체와의 협력과 네트워킹이 증대되고, 발전되어야 좀 더 국가를 지키고 발전시키는데 시너지 효과를 높일 수 있다. 남북한의 진정한 평화통일을 위 해 화해와 협력을 도모해야 하는 과제, 보훈문제의 모범적 수행을 통한 글로벌 위 상 강화, 국민적 합의와 통일의지를 모으는 일, 나라사랑 정신 계승과 보훈 안보교 육 강화 등 다양한 분야에서 보훈단체는 범국민적인 공감대를 확산시키고 보훈안 보 협력이 가능한 시민단체들과 끊임없는 소통을 통해 관련 컨텐츠를 개발하는 네 트워킹을 증대해야 한다. 또한 보훈단체는 특별히 보훈복지, 나라사랑과 보훈안보 문제의 공공재를 다루는 시민단체이므로 필요한 예산지원이나 프로젝트를 얻기 위 해 정부와의 협력을 통한 거버넌스로 잘 실천해야 한다. 이러한 노력을 통해 보훈 단체에 대한 전통적인 부정적 이미지를 쇄신하고 애국정신 함양의 중심적인 시민 단체라는 새로운 위상을 정립할 수 있다고 보았다.
