This study is to examine the need of leaner satisfaction survey for the quality management
of cyber-education programs, and to identify the learner-related factors affecting the learner
satisfaction for more accurate survey and result explanation of the learner satisfaction.
To achieve the above objectives, we have reviewed a number of prior researches, and have
analyzed the result of surveys made to the learners of on-the-job-training cyber-education
programs for government officials in the following two aspects: learner satisfaction, and
learner\'s perception of the factors affecting learning effectiveness.
The review of prior researches has revealed two learner-related factors affecting the learner
satisfaction: learner\'s motivation and self-directiveness. And, the analysis of the survey result
has shown that the learners perceive \'reliability of learning contents\' and \'self-willingness\' as
the most important factors affecting the effectiveness of learning. The results didn’t show any
significant difference in such perception by the learners\' features such as sex, age, educational
background or working period. And, the analysis also showed that such perception made
meaningful influence on the general learner satisfaction.
Based on the above review and analysis, this study suggests several implications such as
consideration on the learner-related factors when using the learner satisfaction survey for
quality management of cyber-education program.
