본 연구는 실업자를 대상으로 시행되고 있는 직업능력개발계좌제 훈련이 인적자본이론에 근거하여 실제 취업에 도움이 되고 있는지를 비판적으로 접근하고 나아가 직업능력개발계좌제 훈련의 어떠한 요인들이 훈련생들의 취업에 영향을 미치는지를 살펴봄으로써 향후 직업능력개발계좌제 훈련의 개선방안을 제공하는 것을 목적으로 한다. 로지스틱 회귀분석을 사용하여 직업능력개발계좌제 훈련에 참여한 33,555명의 취업여부, 훈련생 정보, 훈련과정정보 등을 분석하였다. 분석결과, 첫째 직업능력개발계좌제 훈련을 실시한 실업자 중 연령대가 낮을수록, 남성일 경우 취업확률이 높았다. 둘째, 훈련생이 선택한 훈련과정에 대하여 만족할수록, 해당과정이 취업과 관련되어 있다고 인식할수록 취업확률이 높았다. 셋째, 훈련시간은 길수록, 훈련기간은 짧을수록 취업확률이 높았다. 넷째, 훈련과정과의 동일직종분야로의 취업은 훈련기관의 상담만족도와 훈련과정이 취업과 관련되어 있다고 인식할수록 취업확률이 높은 것으로 나타났다. 본 연구에서 살펴본 직업능력개발계좌제 훈련은 매년 확대되고 있는 상황이므로 연구결과 밝혀진 사항들을 고려하여 향후 장기적인 관점에서의 훈련과 취업과의 긍정적 관계를 강화시키려는 노력이 추가로 이루어져야 할 것이다.
The object of this study is to suggest institutional improvements of skills development account by investigating the direct effect of skills development account in employment and the factors affecting employment. For this study, 33,555 unemployed people's data such as employment status, trainee information, training program information were analysed using logistic regression. The result showed that participants were more likely to be employed if they were younger and male. Secondly, participants were more likely to be employed if they satisfied with the training program and saw the high relationship between the training program and employment possibility. Thirdly, participants were more likely to be employed if they participated in short term but intensive courses. Fourth, participants were more likely to be employed in the same industry with the training program if they experienced satisfying training counselling provided by each training institute. This study focused on the effect of training in terms of employment, yet more study should be conducted to find out the effect of the training in the long term since the scale of skills development account related training is increasing every year.
