Human rights are the basic rights that need to be enjoyed as a human being, and became value that the world aims to pursue jointly beyond the national dimension, with reaching the Universal Declaration of Human Rights in 1948, starting from the Declaration of Human Rights in the French Revolution in 1879. South Korea launched the National Human Rights Commission of Korea in 2001 clearly claiming the human rights in the constitutional law, and joined in the global flow that recognized the importance of human rights. In addition, as a specific method for making the climate of the human rights culture, the United Nations Commission on Human Rights paid attention to the human rights education announcing 10 years of UN Human Rights Education in 1994. Korea is striving for Human Rights Education in order to form the climate of human rights culture while reflecting the contents on human rights in the school curriculum for 2007. The human rights education is the long-term preventive measure for violent disputes, promoting equality and continuous development, and is expected to contribute to encouraging social members’ participation in decision-making process within the democratic system. Furthermore, the United Nations Commission on Human Rights is steadily developing strategies and projects in order to specify the realization of human rights with a specific action plan. Intangible value like human rights needs to be experienced and trained for its realization. However, as a principle of studying the human rights education, the importance of experience is being mentioned, but still remains as a theory education in the school field. There is a problem because there is no proper place for experience building. With recognition of the reality, it is considered that there is a necessity of devising and practicing specific plan, which is suitable for the human rights education and will specify the realization of human rights. Accordingly, with emphasis on Korea’s reality as saying that there is a need of practical human rights education and there is no human rights museum, this study took note of the necessity of establishing the human rights museum. Therefore, this study considered the validity of establishing the human rights museum and a basic plan for its implementation as part of an effort to realize human rights.
