이 연구는 우리나라에서 지역평생학습공동체 구축을 위하여 학습동아리 활성화 방안을 탐색하는 데 있다. 이를 위하여 첫째, 지역평생학습공동체의 구성개념, 둘째, 학습동아리 조직화 이론, 셋째, 국내외 학급동아리 동향 등을 논의 한 후, 우리나라의 학습동아리 활성화에 대한 시사점을 탐색한다. 지역평생학습공동체 구축을 위한 학습동아리 활성화 방안은 학습동아리 촉진자 양성, 국가수준의 학습동아리 지원체제 구축, 국가수준의 특화된 학습동아리 프로그램 모듈개발, 국가, 지방정부 및 법인단체의 학습동아리 재원확보 및 재정 지원, 학습동아리 조직화 전략 구축, 학습동아리 홍보 및 마케팅 활성화, 학교평생교육과의 연계에 의한 학습동아리 활성화, 학습동아리 조직의 네트워크 체제구축, 학습동아리 모니터링체제 구축 등이다.
This paper explores strategies for activating learning circles to build local lifelong leaning communities in Korea. The aspects discussed are: (1) the concepts and principles of local lifelong leaning community, (2) the theory of learning circles, and (3) the streams of learning circles in Korea and other countries Strategies for activating learning circles are as follows: (1) cultivating facilitators of learning circles, (2) building a supporting system for learning circles at the national level, (3) developing special learning circle programs at the national level, (4) funding and supporting finance for learning circles through national, local government, or corporate sources, (5) building strategies for organizing learning circles, (6) activating advertisement and marketing of learning circles, (7) activating learning circles connected with school lifelong education, (8) building a networking system of learning circle organizations, and (9) building a monitoring system of learning circles. As a result, the building of local lifelong learning communities can be realized through the formation of human resources development and social capital by means of learning circles, and from the pursuit of individual self-actualization and social coherence.
