본 연구는 캐나다에서 이주민의 정착과 지원을 위해서 전개되는 평생교육 차원의 교 육지원 실제를 살펴보고 다문화맥락의 평생교육에 시사점을 얻고자 하였다. 연구결과 다음과 같은 특성을 발견하고, 평생교육연구 분야의 함의를 얻었다. 첫째, 오늘날 캐나 다는 정주민과 이주민간의 상호작용을 중시하는 간문화적 통합(integration)을 교육프로 그램 내부에 정치시키고 있다. 둘째, 다문화주의를 국가 정책으로 선언해 온 캐나다에 서 신규 정착 이주민 지원 정책은 현장밀착형으로 이루어지고 있다. 셋째, 중앙정부와 지방정부의 일관성 있는 정책 수립과 다변화된 교육정책 시행이 필요하다. 넷째 다문화 역량을 키우기 위해서 기관별 역량 제고와 지역 커뮤니티의 다문화교육 역량 구축이 필요하다. 다섯째, 캐나다의 다양성 관리(diversity management) 개념을 우리나라 맥락에 맞추어 도입하는 방안을 고려해 볼 필요가 있다. 여섯째, 평생학습의 과정으로서 인종 차별금지와 인권 이슈를 포괄하는 다문화교육 콘텐츠의 심화가 필요하다.
This study attempts to explore features of education provision for new immigrants in Canada, one of the most outstanding multicultural societies. It could produce critical implications for lifelong education practice and research in Korea where multicultural social configuration has been newly widened. Key findings revealed that an intercultural approach into the educational provision is significant. Second, Canadian model espouses community and life-world based approaches for newly arrived immigrants' social adjustment and education programmes. Third, it is important to ensure consistency between federal government's policy and local policy so that can foster diversified education provisions. Forth, building up multicultural competency of social institutions and communities can promote the quality of education provision for immigrants' settlement. Fifth, it can be argued that diversity management and its practice would be helpful in multicultural education provision. Finally contents of multicultural education should be implemented including anti-racism and universal human right for all in the lifelong learning process.
