이 연구에서는 기업체와 공공기관의 인력 개발 부서가 직면하고 있는 핵심 이슈와 도전들을 탐색하 고, 그에 대한 해결 방안이 될 수 있는 구체적인 실행 전략을 실현가능한 절차와 기법 차원에서 제 시하는 것을 목적으로 하고 있다. 또한 이 연구에서는 인력 개발 성공 전략을 수립하는데 실제적으 로 경험하는 현업의 문제 상황 및 난제와 연계하여 적재적소로 적용 가능한 형태로 성공 전략을 제 공하고 있다.. 이 연구에서 제시한 인적자원 개발의 주요 현안은 1) 신임 리더 조기 전력화, 2) 개인 과 경력 개발의 통합적 접근, 3) 조직 개발 패러다임의 변화, 4) HRD와 HRM의 전략적 제휴 등으로 대별된다. 특히 각 현안에 따라 인적자원 개발 담당자가 현재 직면하고 있는 현업에서의 도전과 책 무를 서술하였다. 위에서 제시한 각각의 현안을 해결할 수 있는 가장 적합한 성공전략 차원의 실행 방안을 1) 신임 리더 온보딩 프로그램(New leader onboarding program), 2) 70/20/10 개발 체계 (development framework), 3) 강점 탐구(Appreciative inquiry), 4) HR의 동반자적 협업 체제 등으로 구 성하였다. 이러한 실행 전략들은 기업체와 공공기관의 인재 양성 현장에서 실제로 구현되어 그 효 과성이 검증된 다양한 실제 사례들에서 적용된 구체적인 절차와 기법들을 기반으로 제안되고 있다.

영문초록

The purpose of the study is to explore major issues facing human resource development and to propose specific implementation strategies in terms of actional procedures and techniques that could possibly become the feasible solutions. Moreover, this research seeks to provide critical success strategies which can be applied putting a round peg in a round hole, in association with problematic situations and hard-to-treat challenges that were experienced by HRD lead in real-world setting. The main issues examining in the study are four folds: 1) ramp-up productivity focusing on new leaders, 2) integrated approach in individual and career development, 3) paradigm change for organizational development, 4) strategic affiliation between HRD and HRM. Especially it describes primarily challenges and responsibilities currently imposing on human resource developer. Suitable success strategies for respective agenda mentioned above are constructed as follows: 1) onboarding program for new leaders, 2) 70/20/10 development framework, 3) appreciative inquiry, 4) strategically collaborative system by partnership between HRD and HRM. The implementation strategies present serviceable techniques and procedures that were applied in the various real cases of corporate and public settings and verified in terms of effectiveness.
