연구는 우리나라의 혼재되어 있는 다양한 장애인복지의 이념 속에서 실천현장의 서비스 패러다임의 동향을 파악함으로써 향후 서비스의 지향성을 모색하기 위해 실행되었다. 분석은 프리슬리(Priestly)의 다중 패러다임 분석틀을 적용하였고, 서비스는 사회복지공동모금회에 접수된 사업제안서를 대상으로 하였다. 다중 패러다임의 관점에서 볼 때, 서구사회에서의 장애인복지 서비스는 개별적 모델에서 사회적 모델로 방향이 이동하는 추세에 있으며, 또한 유물적 접근에서 관념적 접근으로 이동하는 현상을 보여주었다. 그에 비해 우리의 실천 서비스 패러다임은 지난 4년간 특별한 변화가 없었다. 즉 네 가지 다중 패러다임이 공존하면서, 개별적 모델이 강세를 보이고 있는 가운데, 유물론적 서비스 욕구도 여전히 공고한 편이다. 이 같은 현상은 최근 부각되고 있는 인권, 자립생활, 차별금지 등 장애인복지의 법적 환경변화 및 운동 패러다임 동향과는 다소 거리가 있었다. 이 같은 결과는 우리의 실천현장에서 사회적 모델에 기반한 실험적 서비스들을 적극 개발할 필요가 있음을 시사한다. 본 연구는 다중 패러다임의 각 입장을 통해 장애라는 사회 현상을 바라보고, 그 흐름을 규명함으로써 장애인복지학 연구의 이론적 논의와 실천서비스의 방향성을 모색해 볼 수 있었다는데 그 의의가 있다.
In the West, the model for provision of services to the disabled has shifted from a focus on the individual to that of a social model. This shift reflects a movement away from a materialist approach to one that is grounded in idealism. In the context of the multiple service paradigm movement this paper explores trends in the provision of social services to the disabled in Korea. In order to accomplish this task the writer conducted an analysis of Community Chest of Korea proposals. Data was collected from the 2002 and 2006 program proposals submitted to the Community Chest of Korea. This data was classified using Priestly\'s Multiple Service Paradigm of Disability. The results suggest that practitioners of social welfare for the disabled favored an individual idealist approach. And there was little change service paradigm trend for past 4 years. This paper argues the need for a reversal of this trend through practitioners\' challenging effort of social welfare for the disabled and that the social model should be given greater attention by this funding body.
