본 연구는 영유아의 건강한 성장과 양질의 보육을 위해 아동을 중심으로 한 아동권리적인 측면에서 논의하고자 하였다. 연구내용 및 방법은 스웨덴, 영국, 미국의 보육정책 및 실태를 분석하고, 보육에 관련된 주요 쟁점에 따라 국가 간 비교 분석을 실시하였다. 분석결과는 다음과 같다. 첫째, 미래를 위한 영유아 보육의 방향은 어린 아동에게 적절한 환경에서 자랄 수 있는 권리를 제공하기 위한 국가적 책임이 선행되어야 한다. 둘째, 공적 보육시설의 확대와 필요와 욕구에 따라 선택할 수 있는 다양한 보육제도가 이루어져야 한다. 셋째, 연령과 발달 정도에 따른 교육프로그램이 구분되며 아동의 변화된 욕구를 고려해야 한다. 이러한 결과는 보육시설과 보육실태에 대한 엄정한 평가시스템 도입으로 보육의 질을 향상시킬 수 있는 중요한 계기가 될 수 있다.
This study was intended to discuss the aspects of children-centric children’s rights for the healthy growth and high quality nursing care of young children. For the details and methodology of this study, the nursing care policies and current nursing care conditions of Sweden, U.K., and United States were analyzed and compared based on major controversies related to the nursing care. The results of analysis were as follows: First, the future direction of young children nursing care need to be set in such a way that the fulfillment of responsibility at the national level is taken precedence in ensuring that the young children have the right to grow in proper environment. Second, various nursing care systems should be established and implemented to allow the public nursery facilities to be expanded and selected based on the need and desire. Third, the education programs are classified into different categories based on the age and developmental stage and should consider the changing desire of children. Aforesaid results may provide important basis for improving the quality of nursing care through the introduction of strict and fair evaluation system assessing the nursery facilities and current nursing care conditions.
