As employment of high school graduates has increased in companies, interests in diversity and efforts
to improve systems of both human resource development (HRD) and human resource management
(HRM) are needed. The purpose of the study was to examine the status of employment, HRD, and
HRM of high school graduates in companies. The study conducted surveys to a total number of 420
human resource managers in public organizations and companies. The results of the study show that the
main reason of employing high school graduates is the use of qualified workforce. The biggest barrier of
employing high school graduates is revealed as a lack of relevant jobs for them. In addition, HRD
system such as individual development and career development as well as HRM system including
appraisal, promotion, and compensation are not properly established for high school graduates. Moreover,
government’s continuous support for employment of high school graduates, support of higher education
for them, and improvement of HRM system are essentially needed to promote employment of high
school graduates. Based on the research findings, implications for diversity management in organization
and development of high school graduates are discussed.
