여가문화의 권리는 인간의 기본적인 사회권이라고 할 수 있다. 장애인도 이러한 여가문화적 권리를 누릴 권한이 있다. 그러나 장애인들은 여가문화적 권리를 향유하는 데 여러 가지 어려움을 갖고 있다. 따라서 본 연구의 목적은 장애인들의 여가문화에 대한 실태와 욕구를 조사하는 것이다. 장애인들의 여가문화의 실태와 욕구를 밝히는 것은 그들의 삶의 질 향상을 위해서는 물론 복지서비스 정책의 형성을 위한 기초 자료를 제공하는 데 있어서도 중요한 의미가 있다. 조사는 전국의 장애인 262명을 대상으로 하였다. 여기에서 장애인의 소득, 여가유형, 여가지출 비용, 여가문화에 대한 욕구 등으로 구성하였다. 조사 결과, 장애인들은 여가시간을 생산적, 적극적으로 활용하기 보다는 소비적이고 소모적으로 활용하고 있는 것으로 나타났다. 이러한 이유는 경제적 어려움과 지역사회의 장애인 여가문화적 여건의 미비로 인한 것이었다. 따라서 장애인이 여가문화를 잘 활용하기 위해서는 장애인의 여가문화에 대한 정부의 지원정책이 필요하고 지역사회의 장애인 여가문화 활동에 대한 분위기 및 여건의 조성이 요구된다.
The right of leisure culture is the basic social right of human. The disable have the right of leisure culture. But the disable have some difficulty in enjoyment the right. Therefore goal of a study is investigation on the actual conditions and needs of leisure culture for the disabled. To explore the actual conditions and needs of leisure culture for the disable is to important for improvement of QOL(Quality of Life) and for presentation of basic data to policy making of welfare service for the disabled. For this research, it was sampled the disable of 262. Composition of survey contents is earning, leisure type, leisure costs and leisure culture needs of the disabled. The result of research is that the disabled spend more passive and exhaustive than positive and productive leisure time. Because it is economic difficulty, insufficiency of leisure conditions and mood of leisure activity in the community and deficiency of leisure culture policy for the disable. Therefore for well practical use of leisure culture in the disable, it is needed support policy of leisure culture for the disable, leisure conditions and mood of leisure activity in the community and development various leisure program, etc.. key word : the disable, leisure culture, needs
