이 연구는 시각장애인의 실명 적응, 지역사회 통합, 취업을 위해 중요한 프로그램으로 인식되고 있는 시각장애인복지관의 기초재활교육과정 운영 실태와 개선 방향을 알아보는데 있다. 이를 위해 전국 9개 시각장애인복지관이 조사에 참여하여 분석이 이루어졌다. 연구 결과, 첫째, 입소 시각장애인의 특성은 시각장애 정도, 안질환의 진행성 여부, 취업 활동 계획 등에 있어 차이가 있었다. 둘째, 시각장애인복지관별로 기초재활교육과정의 교육기간, 교과목, 수업시수, 교강사 배경 등의 운영 형태 전반에 있어 차이가 컸으며, 교과 영역은 저시력인에 대한 고려가 부족하였다. 셋째, 기초재활교육과정 운영 적정성에 대한 관계자의 인식 역시 재활평가, 교과영역, 지도형태, 교강사 전문성, 사용교재 등에 있어 만족스러운 수준이 아니었다. 따라서 향후 기초재활교육과정이 시각장애인 수요자의 다양한 특성에 부응하고 교육의 질을 담보할 수 있도록 표준 교육과정 개발, 최소 운영기준 마련, 관련 전문가 인증제도 확립 등이 이루어져야 할 것이다.
\"This study aims to investigate and improve the operation conditions of Basic Rehabilitation Education Program(BREP) in welfare centers for the visually impaired. Questionnaires were collected and analyzed from 9 welfare centers. The major findings of the study were as follows: First, the BREP of welfare centers was different in education period, curriculum, lesson time and so. Second, the needs of admitted people with visual impairment was diverse as degree of visual impairment, degenerative eye diseases, employment status, future job seeking activities and so. Third, the recognition level of relative staff for appropriateness of the operation was not satisfactory level about rehabilitation assessment, curriculum, instructor technical level, teaching materials and so. So, for providing the BREP of high quality fulfilling the diverse needs of people with visual impairment, it will need to consider from various points of view including development of standard curriculum, establishment of related specialist certificate system and so.
