That all human beings have inherent rights that need to be respected and protected have been accepted since the 1948 Universal Declaration of Human Rights. Human rights are the only existing system of values that have been universally accepted. Normative frameworks have been established to protect the fundamentally rights of all persons, including children, women, persons with disabilities, etc. Unfortunately, children with disabilities continue to experience various forms of abuse and discrimination. This paper reviews various efforts achieved by the international community, with particular emphasis on the rights of persons with disabilities and children with disabilities. The state of the lives of children with disabilities are presented. Specific aspects of the Convention on the Rights of Persons with Disabilities (CRPD) are compared with the Convention on the Rights of the Child (CRC) are compared as they relate to the issue of maltreatment. Additional standards, such as General Comments to the CRC are presented. Detailed suggestions are made as to how governments can further promote, protect, and realize the rights of children with disabilities.
