As the Korean Copyright Act changed in September||| 2009||| it has been possible for the visually impaired to provide ‘symbol book’ consisted of only AD bar codes in law. A new type of textbook using AD bar code technology developed in 2006||| so that both the visually impaired and the sighted student can study together using the book in the full inclusive environment. But the new developed textbook has been needed to improve its using convenience for the visually impaired. Therefore||| there was a trial to develop ‘the Symbol Book’ in 2010. But it was not successful because of technical problems and cost problem. The purpose of this study is to develope a new type of ‘the Symbol Book’ that has higher productivity||| easier to use||| and lower production cost. It is named ‘the Template Symbol Book’. The procedure of this development is as follows. Firstly||| ‘the Symbol Book’ was evaluated and analyzed from the viewpoint of productivity||| using convenience||| and cost effectiveness. Secondly||| the design concept of ‘the Template Symbol Book’ was derived and the prototype was produced. Thirdly||| the prototype was evaluated and the first design was completed. Fourthly||| the sample product of ‘the Template Symbol Book’ was produced and analyzed. Fifthly||| a final design was determined and ‘the Template Symbol Book’ was produced. Finally||| the mass produced ‘Template Symbol Book’ was evaluated. As a result of the evaluation||| ‘Template Symbol Book’ is more effective than ‘the Symbol Book’ from the viewpoint of productivity||| usage convenience||| cost. This result show that ‘Template Symbol Book’ is one of the effective study materials for the visually impaired.
