This study aims to analyze and propose the policy issues for improving
educational personnel system in the fast-changing educational environment.
Specially, the study focused on the fast-changing educational environment, and
established the basic principles of the educational personnel management in
response to those changes, and reviewed and proposed the policy direction for
improving educational personnel system, focusing on current issues. Future
society can be characterized as a holistic learning society which is based on a
knowledge-based society. Therefore, educational personnel system should reflect
the trend. So the system shall be equipped to operate transparently and fairly in
keeping with the basic principles of learning, cooperation, democracy, efficiency,
legitimacy, equality, etc. Therefore, there is a need to improve the educational
personnel system to reflect these principles. To this end, this study proposed the
following policy directions for improving educational personnel system: the
construction of scientific personnel management system and its public operation;
the maintenance of a fair and transparent personnel management system; the
fair and reasonable configuration and operation of personnel committee of LEA;
the enhancement of the personnel committee hearing; the reinforcement of the
provisions of the legislation and regulations vote; the improvement of the
principal/teacher performance evaluation, etc. Furthermore, the following policy
issues were discussed and proposed in detail; the promotion of principal, the
principal public recruitment system, the performance evaluation system of
principals, supervisor appointment, the open recruitment system of the
superintendents and the directors of authorities, etc.
