본 연구의 목적은 사회복지실천현장에서 활용할 수 있도록 잠재적 클라이언트의 프 로그램참여를 위한 동의능력평가지침서를 개발하고, 이를 활용하여 잠재적 클라이언 트의 동의능력수준에 영향을 미치는 요인에 대해 실증적으로 탐색적 수준에서 분석 하는 것이다. 본 동의능력평가지침서는 서구에서 활용되고 있는 환자 및 클라이언트 의 동의능력을 평가하는 지침서 검토와 사회복지실무자의 자문회의를 통해 개발하였 다. 연구대상은 b광역시에 위치한 종합사회복지관의 프로그램을 참여하고자 하는 244 명의 잠재적 클라이언트이었다. 동의능력의 평가결과 132명(54.1%)이 동의능력이 있 었고, 112명(45.9%)은 동의능력이 없거나 불확실한 것으로 조사되었다. 인구사회학적 특성을 동시에 고려하여 동의능력수준에 영향을 미치는 정도를 다중회귀분석을 통해 살펴보았을 때에는 인지기능만이 통계적으로 유의미한 차이를 가져왔다. 본 연구결과 를 토대로 사회복지실천 및 교육을 위한 함의를 제시하였다.
This study aims to develop guidance notes for assessing potential clients’ capacity to consent to social work program participation and identify potential clients’ characteristics who are at high risk of impaired decision-making capacity to consent via the guidance notes developed by the researchers. The guidance notes for assessing potential clients’ capacity to consent for the participation of social work programs was designed with reviews on guides to consent for examination, treatment or care utilized in western countries and a focus interview group of 6 social workers. The sample included 244 potential clients who intended to take part in social work programs in social welfare centers located in Busan Metropolitan City. The results showed that 132 participants(54.1%) had adequate capacity to consent to social work program and 112 participants(45.9%) did not have the capacity to consent. The results of the multiple regression analysis identified that potential clients’ capacity to consent to program was statistically associated with only cognitive impairments among the demographic variables. Based on the findings of the study, implications for social work practice and education are discussed.
